Budget Accuracy and Burn Rates

SPA will monitor expenditures to ensure agencies are only billed for allowable costs with approved budget. A separate budget may be awarded for Participant Support Costs. A separate fund will be created to monitor such costs.

Participant Support Costs are defined as direct costs such as stipends, allowances, registration fees paid to or on behalf of participants in connection with conferences or training projects. Participant Support Costs require agency approval as stated in the UG. Typically, F&A is not allowed on these costs without agency approval.

SPA will also monitor an award’s burn rate, the rate at which funding is being spent, to uncover underspending and potential overspending to avoid cost overruns or surpluses at closeout. When identified, SPA will alert research centers/departments of any discrepancies.
